Lead Hazard Control and Healthy Homes Program

In January 2019, the Genesee County Health Department received a $1.3 million federal grant from the U.S. Department of Housing and Urban Development (HUD) to address lead-based paint hazards in residential properties across Genesee and Orleans Counties.

Of the total funding, $1 million is dedicated to lead hazard reduction, while $300,000 supports additional health-related home repairs, maintenance, and improvements.

Originally limited to the City of Batavia and the Village of Albion, the program was expanded in December 2020 to include eligible properties throughout all municipalities in both counties.

Program Overview

  • Available to eligible homeowners and landlords with qualified tenants
  • Owner-occupied homes require no financial match
  • Landlords must contribute 10% of total project costs
  • Multi-unit properties are eligible, even if not all units qualify
  • Property ownership must be maintained for 5 years after project completion

Contractor Information

Projects are completed by a pre-approved list of local contractors who are properly trained and EPA-certified in lead-safe work practices. Contractors interested in participating should contact the Health Department.

How to Apply

Applications are available through the Genesee County Health Department. Program staff will help determine eligibility and guide applicants through the process, including required documentation and forms.

Eligibility Requirements

  • Household meets income eligibility requirements
  • Property was built before 1978 and contains lead-based paint
  • Home includes:
    • A child under age 6 living in or frequently visiting the home, or
    • An expectant mother
