Genesee County Seeking Contractors for Vacant Rental Program

Genesee County is seeking qualified contractors to provide residential rehabilitation and construction services through the County’s Vacant Rental Program.

The program supports the rehabilitation of vacant rental units and the conversion of underused spaces into safe, quality and affordable housing for low- and moderate-income residents in Genesee County.

Approved Contractor List

Contractors selected through this Request for Qualifications (RFQ) will be considered for placement on the program’s Approved Contractor List. Approved contractors may then be invited to bid on individual projects as they become available.

Placement on the Approved Contractor List does not guarantee work. Project assignments will depend on funding availability, program approval, property owner selection and the completion of required agreements.

Types of Work

Projects may include single-family or multi-family residential properties. Typical rehabilitation costs are expected to range from $50,000 to $75,000 per unit, depending on the approved scope of work.

Work may include:

  • General construction and carpentry
  • Electrical, plumbing and HVAC
  • Roofing and siding
  • Interior rehabilitation
  • Code corrections
  • Health and safety improvements
  • Accessibility upgrades
  • Environmental remediation
  • Related residential construction work

Contractor Requirements

Contractors must meet program requirements, including:

  • Proper licensing and registration to perform work in New York State
  • Active insurance coverage
  • Experience with residential rehabilitation projects
  • Ability to complete work within required timelines

How to Apply

Proposals are due July 20, 2026. The County expects to establish the Approved Contractor List by August 19, 2026.

Interested contractors should review RFQ #2026-201: Residential Rehabilitation Construction Services through the Genesee County e-procurement portal.

Minority-Owned Business Enterprises, Women-Owned Business Enterprises, Disadvantaged Business Enterprises, Service-Disabled Veteran-Owned Businesses and other diverse firms are strongly encouraged to submit their qualifications.
