Genesee County Water Resources Agency

History and Purpose

The Genesee County Water Resources Agency was created in 1998 by the County Legislature, evolving from the Water Supply Task Force. The Agency was established to support the Legislature in implementing water improvements across the County. It consists of ten (10) members, each appointed for a three-year term by the Legislature.

Powers and Duties

(per Resolution No. 495 of 1998)

  • Assemble data related to available water resources within and beyond county boundaries.
  • Assist in planning and designing coordinated water resource and transmission projects in Genesee County and make recommendations on such projects.
  • Develop inter-municipal agreements and grant applications for water supply and transmission under Article 5-G of the General Municipal Law.
  • Contract for engineering and related technical services within the County's budget appropriation and provide said services to municipalities within the County under contract.
  • Contract for necessary services to carry out its functions, adhering to County Legislature audit requirements.
  • Serve as the administrative head of any county water district that may be created.
  • Coordinate county water resource or transmission projects with comprehensive planning and land use regulation, ensuring consistency with inter-municipal agreements.
  • Exercise any other powers conferred upon the Agency by the County Legislature.

The Agency also prepares an annual report of its activities for the County Legislature.

Phase 3 of the County Water Project

The Genesee County Legislature is considering financing and constructing improvements for Phase 3 of the Genesee County Water Supply Project. This phase aims to increase water supply by 7.6 million gallons per day through Monroe County Water Authority’s Shoremont Water Treatment Plant. Key projects include new pump stations, water storage tanks, transmission and distribution mains, and related improvements. The goal is to remove the existing City of Batavia Water Treatment Plant from service.

Meeting Schedule

Regular meetings of the Water Resources Agency in 2026 are held on the third Tuesday of the first month of each quarter (except where noted) at 8:30 AM. Meetings take place at the Legislative Chambers at the Old Courthouse, 7 Main Street, Batavia, or County Building 2, 3837 W. Main Street Rd.
