About the Genesee County Job Development Bureau

The Genesee County Job Development Bureau (GCJDB) was established in October 1973 under the name "Manpower." Today, the Bureau helps residents become self-sufficient, reach their career goals and become part of the skilled workforce in Genesee County and the surrounding labor market.

As a partner in the Genesee County Career Center, the Job Development Bureau provides workforce services to job seekers, workers, youth and businesses.

Who We Serve

The Job Development Bureau provides direct services to people who may face barriers to employment, including:

  • Unemployed and underemployed adults
  • Individuals without a high school diploma
  • Out-of-school youth
  • Public assistance recipients
  • Others who need support finding and keeping employment

Workforce Innovation and Opportunity Act Services

Through the GLOW Workforce Development Board, the Bureau provides Workforce Innovation and Opportunity Act (WIOA) services for:

  • Adults
  • Dislocated workers
  • Youth
  • Individuals eligible for Trade Adjustment Assistance related to job loss resulting from increased imports

Services may include:

  • Career assessment
  • Work readiness assistance
  • Career counseling and case management
  • Occupational skills and post-secondary training
  • Support and mentoring
  • Work experience
  • Job placement and retention assistance
  • Follow-up services

Summer Youth Employment Program

The Job Development Bureau offers a Summer Youth Employment Program (SYEP) with funding through Temporary Assistance for Needy Families (TANF). The program introduces young people to the workforce, provides income and work experience, and helps participants develop skills that can support future education and employment.

  • Department of Social Services (DSS) Working to Success Program
  • DSS Foster Care Independent Living Program
  • Social Security Ticket to Work Program

The Bureau works to address barriers to employment, help individuals advance their careers and develop pipelines of skilled workers that support local employers and the Genesee County economy.

Strengthening the Local Workforce

Workforce development connects employers that need skilled workers with job seekers who need the right skills, training and opportunities. The Job Development Bureau works with businesses, community leaders, education providers and workforce partners to strengthen those connections.

The Bureau supports a comprehensive workforce development system designed to identify skill gaps, use labor market information to guide decisions and connect job seekers, training programs and employers.

The Job Development Bureau also works to align workforce services with education, training and economic development initiatives. Its goals include improving workforce quality, increasing self-sufficiency, meeting employer hiring needs and connecting job seekers with careers, training and other supports.

Job seekers, workers and businesses who visit the Genesee County Career Center should receive consistent, high-quality service. Resources are available to people from a wide range of backgrounds, regardless of previous work history or educational attainment.

Oversight and Partnerships

The Job Development Bureau receives direction through the Genesee County Legislature, New York State Department of Labor, GLOW Workforce Development Board and Human Service Advocacy Committee.

Genesee County does not provide direct local funding to the Job Development Bureau. The County provides in-kind services that allow more federal and state funding to be directed toward services for customers.

Members of the GLOW Workforce Development Board volunteer their time and work in partnership with the Chief Elected Officials of the GLOW Workforce Innovation and Opportunity Area to provide oversight, establish policies and approve annual programs and operating plans.
